Presidential Memorandum for the Secretary of Commerce

"SUBJECT: Delegation of Authorities and Responsibilities under Section 1763 of the National Defense Authorization Act for Fiscal Year 2019

By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 301 of title 3, United States Code, I hereby delegate to the Secretary of Commerce, in coordination with executive departments and agencies through the National Security Presidential Memorandum-4 process, the functions and authorities vested in the President by section 1763 of the National Defense Authorization Act for Fiscal Year 2019 (Public Law 115-232).

The delegation of authorities and responsibilities in this memorandum shall apply to any provision of any future public law that are the same or substantially the same as the provision referenced in this memorandum.

The Secretary of Commerce is authorized and directed to publish this memorandum in the Federal Register."

Presidential Proclamation on the National Sanctity of Human Life Day, 2019

"Today marks the 46th year since the United States Supreme Court’s decision in Roe v. Wade.  On this day, National Sanctity of Human Life Sunday, we mourn the lives cut short, and the tremendous promise lost, as a result of abortion.  As a Nation, we must resolve to protect innocent human life at every stage.

As President, I am committed to defending the Right to Life.  During my first week in office, I reinstated the Mexico City Policy, which prevents foreign aid from being used to fund or support the global abortion industry.  We are also working to end the abhorrent practice of elective late-term abortion, a practice allowed in only seven countries around the world.

At home, we have issued a proposed regulation to implement the Title X prohibition on funding programs that include abortion as a method of family planning.  I am supporting the effort in the United States Senate to make permanent the Hyde Amendment, which has been added year after year to spending bills and prevents taxpayer funding for abortion.  And I have explicitly informed the Congress that I will veto any legislation that weakens existing Federal protections for human life.

My Administration has repeatedly demonstrated its respect for human life and conscience at all stages.  We have finalized conscience exemptions from the contraceptive mandate to protect employers like Little Sisters of the Poor from being forced to choose between violating their religious beliefs and shutting their doors.  We also increased the child tax credit, making it financially easier for mothers to care for their children after birth, while supporting the loving choices of adoption and foster care."

Showdown: Trump pledges 'alternative' event after Pelosi blocks State of the Union

House Speaker Nancy Pelosi says Democrats will block President Donald Trump from giving his State of the Union in the House chamber until the government is open.
Earlier, Trump told Pelosi he would give his address as planned next week.
The White House and Congress are struggling to break an impasse over the president's demand for $5.7 billion to build his proposed border wall.

"Democrats will block President Donald Trump from giving his State of the Union address in the House chamber until the partial government shutdown ends, House Speaker Nancy Pelosi said Wednesday.

After Pelosi's announcement, the president appeared to give up on his earlier promise to go on with his speech as planned. He quickly said he would hold an unspecified "alternative" event and contended that the California Democrat is "afraid of the truth." He called Pelosi's move "a great blotch on the incredible country that we all love."

In a letter to Trump Wednesday, Pelosi escalated a standoff over the annual address hours after the president said he would give the speech in the House chamber next week. Earlier this month, Pelosi urged him to reschedule the remarks or deliver them elsewhere during a partial government shutdown.

Pelosi wrote that the Democratic-held House would not pass the resolution needed to approve the joint session of Congress where he would deliver the address. She said lawmakers "will not consider a concurrent resolution authorizing the President's State of the Union address in the House Chamber until government has opened."
