Whether or not you believe what HAARPs final goal is, let us collate the information here on Chani so future members can easily pick it up and more importantly catch up with those of you who have the experience and knowledge who would otherwise know better.

When we get to the stage where the people have a degree of understanding of what the world is about will we be anywhere near ready to change it for the better by what ever means necessary, this statement is intended for all the threads and all information gathered here at Chani.

Are we to late with the alphabet agencies now in full swing of gagging us and severing our links as a communal group. Quite possibly, but i for one will not sit or stand idly by while our

power ( and thats what we have, the power. ) erodes right in front of us.

I will bow to no God, but i will humble myself  to the power of the people.

Abstract:

The High Frequency Active Auroral Research Program (HAARP) is currently the most important facility used to generate extremely low frequency (ELF) electromagnetic radiation in the ionosphere. In order to produce this ELF radiation the HAARP transmitter radiates a strong beam of high-frequency (HF) waves modulated at ELF. 2. Potential Applications

A brief description of a variety of potential applications of ionospheric- enhancement technology that could be addressed in the DOD program are outlined below.

2.1. Geophysical Probing

The use of ionospheric heating to investigate natural ionospheric processes is a traditional one. Such-research is still required in order to develop models of the ionosphere that can be used to reliably predict the performance of C3 systems, under both normal and disturbed ionospheric conditions. This aspect of ionospheric enhancement research is always available to the investigator; in effect, as a by-product of any ionospheric enhancement research, even if it is driven by specific system applications goals, such as discussed below.

2.2. Generation of ELF/VLF Waves

A number of critical DOD communications systems rely on the use of ELF/VLF (30 Hz-30kHz) radio waves. These include those associated with the Minimum Essential Emergency Communications Network (MEECN) and those used to disseminate messages to submerged submarines. In the latter, frequencies in the 70-150 Hz range are especially attractive, but difficult to generate efficiently with ground-based antenna systems. The potential exists for generating such waves by ground-based heating of the ionosphere. The heater is used to modulate the conductivity of the lower ionosphere, which in turn modulates ionospheric currents. This modulated current, in effect, produces a virtual antenna in the ionosphere for the radiation of radio waves. The technique has already been used to generate ELF/VLF signals at a number of vertical HF heating facilities in the West and the Soviet Union. To date, however, these efforts have been confined to essentially basic research studies, and few attempts have been made to investigate ways to increase the efficiency of such ELF/VLF generation to make it attractive for communications applications. In this regard, heater generated ELF would be attractive if it could provide significantly stronger signals than those available from the Navy's existing antenna systems in Wisconsin and Michigan. Recent theoretical research suggests that this may be possible, provided the appropriate HF heating facility was available. Because this area of research appears especially promising, and because of existing DOD requirements for ELF and VLF, it is already a primary driver of the proposed research program.

In addition to its potential application to long range, survivable, DOD communications, there is another potentially attractive application of strong ELF/VLF waves generated in the ionosphere by ground-based heaters. It is known that ELF/VLF signals generated by lightning strokes propagate through the ionosphere and interact with charged Particles trapped along geomagnetic field lines, causing them, from time to time, to precipitate into the lower ionosphere. If such processes could be reliably controlled, it would be possible to develop techniques to deplete selected regions of the radiation belts of particles, for short periods, thus allowing satellites to operate within them without harm to their electronic components, any of the critical issues associated with this concept of radiation-belt control could be investigated as part of the DOD program.

2.3. Generation of Ionospheric Holes/Lens

It is well known that HF heating produces local depletions ("holes") of electrons, thus altering the refractive properties of the ionosphere. This in turn affects the propagation of radio waves passing through that region. If techniques could be developed to exploit this phenomena in such a way as to create an artificial lens, it should be possible to use the lens as a focus to deliver much larger amounts of HF energy to higher altitudes in the ionosphere than is presently possible, thus opening up the way for triggering new ionospheric processes and phenomena that potentially could be exploited for DOD purposes. In fact, the general issue of developing techniques to insure that large energy densities can be made available at selected regions in the ionosphere, from ground-based heaters, is an important one that must be addressed in the DOD program.

2.4. Electron Acceleration

If sufficient energy densities are available in the ionosphere it should be possible to accelerate electrons to high energies, ranging from a few eV to even KeV and MeV levels. Such a capability would provide the means for a number of interesting DOD applications.

Electrons in the ionosphere accelerated to a few eV would generate a variety of IR and optical emissions. Observation and quantification of them would provide data on the concentration of minor constituents in the lower ionosphere and upper atmosphere, which cannot be obtained using conventional probing techniques. Such data would be important for the development of reliable models of the lower ionosphere which are ultimately used in developing radio-wave propagation prediction techniques. In addition, heater generated IR/optical emission, over selected areas of the earth could potentially be used to blind space-based military sensors.

Electrons accelerated to energy levels in the 14-20 eV range would produce new ionization in the ionosphere, via collisions with neutral particles. This suggests that it may be possible to "condition" the ionosphere so that it would support HF propagation during periods when the natural ionosphere was especially weak. This could potentially be exploited for long range (OTH) HF communication/surveillance purposes. Finally, the use of an HF heater to accelerate electrons to KeV or MeV energy levels could be used, in conjunction with satellite sensor measurements, for controlled investigations of the effects of high energy electrons on space platforms. There already is indication that high power transmitters on space-craft accelerate electrons in space to such high energy levels, and that those charged particles can impact on the spade- craft with harmful effects. The processes which trigger such phenomena and the development of techniques to avoid or mitigate them could be investigated as part of the DOD program.

2.5. Generation of Field Aligned Ionization

HF heating of the ionosphere produces patches of ionization that are aligned with the geomagnetic field, thus producing scattering centers for RF waves. Natural processes also produce such scatterers, as evidenced by the scintillations observed on satellite-to-ground links in the equatorial and high latitude regions. The use of a HF heater to generate such scatterers would provide a controlled way to investigate the natural physical processes that produce them, and could lead conceivably to the development of techniques to predict their natural occurrence, their structure and persistence, and (ultimately) the degree to which they would affect DOD systems.

One interesting potential application of heater induced field-aligned ionization is already a part of an on-going DOD (Air Force/RADC) research program, Ducted HF Propagation. It is known that there are high altitude ducts in the E- and F-regions of the ionosphere (110-250 km altitude range) that can support round-the-world HF Propagation. Normally, however, geometrical considerations show that it is not possible to gain access to these ducts from ground-based HF transmitters, From time-to time, however, natural gradients in the ionosphere (often associated with the day-night terminator) provide a means for scattering such HF signals into the elevated ducts. If access to such ducts could be done reliably, interesting very long range HF communications and surveillance applications can be envisioned.

For example, survivable HF propagation above nuclear disturbed ionospheric regions would be possible; or, the very long range detection of missiles breaking through the ionosphere on their way to targets, could be achieved. The use of an HF heater to produce field-aligned ionization in a controlled (reliable) way has been suggested as a means for developing such concepts, and will be tested in an up-coming satellite experiment to be conducted during FY92. The experiment calls for a heater in Alaska to generate field-aligned ionization that will scatter HF signals from a nearby transmitter into elevated ducts. A satellite receiver will record the signals to provide data on the efficiency of the field-aligned ionization as an RF scatterer, as well as the location, persistence, and HF propagation properties associated with the elevated ducts.

2.6. Oblique HF Heating

Most RF heating experiments being conducted in the West and in the Soviet Union employ vertically propagating HF waves. As such the region of the ionosphere that is affected is directly above the heater. For broader military applications, the potential for significantly altering regions of the ionosphere at relatively great distances (1000 km or more) from a heater is very desirable. This involves the concept of oblique heating. The subject takes an added importance in that higher and higher effective radiated powers are being projected for future HF communication and surveillance systems. The potential for those systems to inadvertently modify the ionosphere, thereby producing self-limiting effects, is a real one that should be investigated, In addition, the vulnerability of HF systems to unwanted effects produced by other, high power transmitters (friend or foe) should be addressed.

2.7. Generation of Ionization Layers Below 90 Km

The use of very high power RF heaters to accelerate electrons to 14-20 eV opens the way for the creation of substantial layers of ionization at altitudes where normally there are very few electrons. This concept already has been the subject of investigations by the Air Force (Geophysics Lab), the Navy (MU), and DARPA. The Air Force, in particular, has carried the concept, termed Artificial Ionospheric Mirror (AIM), to the point of demonstrating its technical viability and proposing a new initiative to conduct proof-of-concepts experiments. The RF heater(s) being considered for AIM are in the 400 MHz-3 GHz range, much higher than the HF frequencies (1.5 MHz-15 MHz) suitable for investigating the other topics discussed in this summary. As such, the DOD program (HAARP) will not be directly involved with AIM-related ionospheric enhancement efforts,

EISCAT, the European Incoherent Scatter Scientific Association, is established to conduct research on the lower, middle and upper atmosphere and ionosphere using the incoherent scatter radar technique. This technique is the most powerful ground-based tool for these research applications. EISCAT is also being used as a coherent scatter radar for studying instabilities in the ionosphere, as well as for investigating the structure and dynamics of the middle atmosphere and as a diagnostic instrument in ionospheric modification experiments with the Heating facility.

What is EISCAT?

A brief description of the system

The EISCAT Scientific Association is an international research organisation operating three incoherent scatter radar systems, at 931 MHz, 224 MHz and 500 MHz, in Northern Scandinavia. It is funded and operated by the research councils of Norway, Sweden, Finland, Japan, China, the United Kingdom and Germany (collectively, the EISCAT Associates.)

EISCAT (European Incoherent Scattter) studies the interaction between the Sun and the Earth as revealed by disturbances in the magnetosphere and the ionised parts of the atmosphere (these interactions also give rise to the spectacular aurora, or Northern Lights). The radars are operated in both Common and Special Programme modes, depending on the particular research objective, and Special Programme time is accounted and distributed between the Associates according to rules which are published from time to time.

One EISCAT transmitter site consisting of a UHF system and a VHF system is located close to the city of Tromsø, in Norway, and additional receiver stations are located in Sodankylä, Finland, and Kiruna, Sweden. The EISCAT Headquarters are also located in Kiruna. In 1996 the EISCAT Scientific Association constructed a second incoherent scatter radar facility, the EISCAT Svalbard Radar (ESR), near Longyearbyen on the island of Spitsbergen, far to the North of the Norwegian mainland.

The Incoherent Scatter Radar requires sophisticated technology and EISCAT engineers are constantly involved in upgrading the systems.

In addition to the incoherent scatter radars, EISCAT also operates an Ionospheric Heater facility at Ramfjordmoen (including a Dynasonde) to support various active plasma physics experiments in the high latitude ionosphere.

does anybody here remember when haarp was alaska.edu and in their faq section they stated that haarp was not and never will be militarize? anybody? i do. now haarp is owned and ran by darpa and dod.

All HAARP data sites are down. Nothing is available. Whilst not one to get too excited about HAARP activities in the past, the inaccessibility to their sites atm does not bode well.

I used the WayBackMachine. The earliest record version of the homepage was dated 27 june 1997

The last question in the FAQ-section on the original 1997 HAARP homepage reads:

The answers to the above question have clearly been subjected to careful considerations regarding their wording from the original message to the present, and the backing-group have widened a little, but I don't think it has ever been a secret who was, and still is, behind this 'purely scientific research facility'.

Also from the original homepage we learn that:

Ionospheric research facilities have been in continuous use since the 1950's to investigate fundamental physical principles which govern the earth's ionosphere, so that present and future transmission technologies may take into account the complexities of the ionosphere. At the present time the US operates two ionospheric research sites, one in Puerto Rico, near the Arecibo Observatory, and the other (known as HIPAS) in Alaska near Fairbanks. Both of these employ active and passive radio instrumentation similar to that being built at HAARP. In short there existed several ionospheric heaters world wide already well before HAARP all capable of stimulating or manipulating the ionosphere. Today that number have most certainly increased. In light of the research by Fran De Aquino mentioned above we may in the future expect an increase in the occurrence of strange, severe or freak natural events if, in fact, we haven't already.

I can't get a connection either but you can access the site through an archive service like the WayBackMachine mentioned above. http://archive.org/web/web.php

http://www.haarp.alaska.edu still shows up in searches on HAARP, so maybe it has just recently been taken down, or it's having a service breakdown/overhaul.

:-\Getting a little sweaty.. Holy Mother Of God eh? This information was what got me going in the first place( for real) when I read that book. The tsunami that hit Japan sealed the suspicions firmly. The BP oil spill...the list goes on. We are not contending that the DOD is and has been for some time now using HAARP and similar sister facilities for defense purposes and we are far beyond the test arena...

:o But wait...it occurred to me that I have been working on a system that uses Schumann resonance and propagate that through coil extension and electromagnetic freq in bi-polar ( circular magnetic poles moving at 90% to each other)  momentum thus creating a vortex field, extending again through dipole antenna to create a mini magnetosphere of the resonance. Well so far so good... but when NASA got wind of the simple design last winter, something happened to a friend of mine ... I mean he just stopped talking to me. We have been friends for three years. I thought he was dead! I did talk to him briefly, then I was told that potentially he may have had to cut off the communication for security reasons, which made sense. But it wasn't long after that when some of my stuff went missing...ect ect..

. but I digress. >:(

So finally it dawns on me the other day, :) The technology they are using is certainly adaptable...This detrimental scatter wave  extension field could easily be changed into a negative ion field which would enhance peoples intelligence among other health benefits. I saw evidence that the Rodin coil resonance field has amazing healing properties and should be used in hospitals for major skin wounds. It seems inevitable that the  technology has to be getting more precise and accurate , it must, however, be directed with maturity and intelligence, jeez even wisdom... don't you think? :'(

Since this type of warfare is insidious, done without our knowledge and aims to dominate in a military fashion we must address this concurrently with the times. I suggest to all you non- terrestrials (who think I make sense )to make a  nonviolent demonstration, just a show of your abilities and shut them all down at once for one hour and then ask them if this is what they want... let the punishment fit the crime I always tell my kids and clearly the military complex is as reactionary as a 12 year old. I think they need a lesson in how to use this technology with moral responsibility!

does anybody here remember when haarp was alaska.edu and in their faq section they stated that haarp was not and never will be militarize? anybody? i do. now haarp is owned and ran by darpa and dod.

The last question in the FAQ-section on the original 1997 HAARP homepage reads:

In short there existed several ionospheric heaters world wide already well before HAARP all capable of stimulating or manipulating the ionosphere. Today that number have most certainly increased. The various ionospheric heaters are also used in conjunction with other radio/radar facilities to gain better insight and results from the so-called research experiments. The UK based CUTLASS radar is one such facility, but there are several other stations placed strategically over the entire Northern Hemisphere and a few in the South, like the Australian naval communications station, Harold E. Holt. Many of these installations are part of a world wide network of facilities called SuperDARN, and some are even partaking in the NASA mission Cluster II to investigate the Earths magnetosphere.

Adm. John Poindexter headed DARPA's TIA/IAO from december 2002 until his retirement in august 2003. It is possible TIA/IAO might have dealt with information derived from/via a HAARP like installation, but his direct involvement in the project seems unlikely to me - he strikes me as more of a cloak-and-dagger type than a technician. But who's to know?

It sounds kinda sweet, and maybe I'm being too sceptic, but I'm not particularly fond of the idea of enveloping the biosphere, and to a great extent the noosphere, in a negative ion field. In earnest I think it sounds a bit scary - like the other geoengineering experiments. But then again, I might be too sceptic.

How does the idea of the whole helioshpere being enveloped in a 30 light year wide electromagnetic bubble with 6000°C temps grab you? lol

The squeeze is on our solar system/ electric doughnut, and when the pressure gets too much, I think we will see our sonic boom/electric cosmic storm. In the meantime, cosmic rays will be heralding the news and I'm really starting to think this why we are trying to capture every last cosmic ray that enters our solar system right down to individual neutrinos, and trying to decipher each "packet" of information.

The upgrades have already begun, although in the last few weeks, just as it looked like Sol was about to give us a couple of high-octane doses of the smarts, the plug was pulled on Sol.

I trust the words of a couple of our members when they say HAARP was not constructed to harm us directly. That is not to say they're not practising for when it is needed and things may have gone sideways a couple of times, like frying a big hole in the ozone layer perhaps.

Btw, since my last post, I did discover that the tall vertical "mark" on the CME graph I posted was a 16 hour long "solar spew" on the 26/06/13. The reason it didn't show on Solarham is because S/ham is a predictive site and they obviously weren't expecting it. And Spaceweather.com didn't mention it unless they screwed up the dates, maybe this caused the ISW. Get used to the term Interplanetary Shock Wave, it appears to be their new catchphrase, wonder why, lol.

The visible light spectrum pulls a dissaperaing act..

Easy how we can get the 3 days of darkness that the Hopi talk about....

All kinds of fun things will happen...

And if you don't think that change is upon us. You need to spend more time in nature..

In the mean time enjoy life.. cause you never know what is behind that next sunrise.

Never Filmed Before Russian HAARP Facility

The Soviets had also studied OTH systems starting as early as the 1950s. Their first experimental model appears to be the Veyer (Hand Fan) that was built in 1949. The next serious Soviet project was Duga-2, built outside Nikolayev (on the Black Sea coast near Odessa). Aimed eastward, Duga-2 was first started on 7 November 1971, and was successfully used to track missile launches from the far east and Pacific Ocean to the testing ground on Novaya Zemlya.

This was followed by their first operational system, known in the west as Steel Yard, which first broadcast in 1976. Built outside Gomel, near Chernobyl, it was aimed northward and covered the continental USA. Its loud and repetitive pulses in the middle of the shortwave radio bands led to it being known as the Russian Woodpecker by amateur radio (ham) operators. The Soviets eventually shifted the frequencies they used, without admitting they were even the source, largely due to its interference with certain long-range air-to-ground communications used by commercial airliners. A second system was set up in Siberia, also covering the continental USA, as well as Alaska.

Duga-1 and Duga-2 (Russian: ???? - "duga" means "arc") were Soviet experimental over-the-horizon radar (OTH) systems. They were developed for the Soviet ABM early-warning network. Both of these radar systems were aimed east and were fairly low power. They were predecessors of the Duga-3 or "Steel Yard" OTH system, which operated from 1976 to 1989.

Duga-1 was the first experimental system.[1][2] It was built outside Mykolaiv in the Ukraine, and successfully detected rocket launches from Baikonur Cosmodrome, about 2,500 kilometers away.

The second prototype, Duga-2, was built on the same site. Duga-2 was able to track launches from the Far East, and from submarines in the Pacific Ocean, as the missiles flew towards Novaya Zemlya in the Arctic Ocean.

They still have armed guards patrolling the perimeter ! No shit !
